If I liberated a region in 1.3, should I use the devconsole to remove a pip from the avatar project?

Given the 1.4 patch note "Fix bug causing doom to fail to be removed from the fortress", if I liberated a region while on 1.3 (before 1.4 dropped), does this mean that I would not have received a 1 avatar pip reduction that I should have?

[As it was my liberated first region, the game didn't show whether a pip was removed - only the final value.]

If so, should we be using the devconsole to remove a pip for any region we have liberated?

That bug only affects cases where there is no doom left in the waterworld fortress, and all doom is in facilities. That's unlikely to be the case for your first region, so I think you're fine.
