How do you detect infiltrators ?

I am in June. Got 4 regions. All with soldier advisers / 2 of them trained as leader.

I already lost like 300 worth of supply. The mission doesn't pop up.In my previous campaign I got it on the first month.

I play Classic if that makes any difference.

It's RNG-based. You can improve your odds by:

Staffing a solider with more solider ranks as your advisor
Staffing a soldier with more officer ranks as your advisor
Staffing a soldier with more psi-op ranks as your advisor

The numbers are different for each rank in each category, and the relevant section in the .ini has been posted in a few different places, if you feel like searching for it.

So it can happen that I don't get it until the end of game?

I already have high lever officers camping on Heavens. Psy is probably going to take a few months.
