Anyone know how rebels level up specifically? How worth is it to feed them kills or keep them working etc.

Rebels level up over time with a fixed percentage chance based on their current level and after a fixed number of days serving. Higher levels require more time served before a check can be made. Checks can only be made in contacted regions. The check is made at the start of each month. You can't do anything to affect that and knowing the specific numbers isn't particularly useful.

Yes hiding rebels can get promotions, I've experienced it a lot. And yes, faceless rebels can also get promoted.

Does anyone know if the Faceless keep the accumulated boni when transforming? I have a faceless rebel with lone wolf.

Which can get a bit tedious. Since promoted rebels are better at their job you have to check back to your larger havens from time to time to make sure no promoted rebel is stuck in hiding while an unpromoted one is out hunting for supplies.
