Resistance comm upgrade?

I just finished installing my resistance comm facility,and i do not see the green upgrade button anywhere,that wold let me appoint an additional engineer.
Is this a bug,or do i need to do something specific to unlock it?

You need Resistance Radio researched to unlock the upgrade slot.
