ability bar can no longer scroll in latest long war2

after reinstall long war 2 i found my specialist leader can no longer scroll it's ability bar which is sort of game breaking consider how many ability a leader+ specialist have. hopefully someone might help me with this

apart from long war 2 i also install some cosmetic mod plus grimy's loot mod i doubt they are the problem since i don't have this problem in earlier version, and i have run game with nothing but long war 2 and problem stay

any thoughts?

Sounds like a bug to me.
If you have a savegame file that shows the issue with just LW2 as your only mod, hang onto that one in case a dev wants to see it.

When you reinstalled XCOM 2 and LW2, did you make sure their directories were empty of other changes? That's probably true.

You probably want to clean up your profile directory "/Users/<username>/Documents/My Games/XCOM2/". In there go into "XComGame/Config" and delete everything.

Then start up XCOM 2, start or load a game of LW2. Under "Edit Options" select "Abilities" and check "Use Base-Game Tactical Ability HUD". For LW2, that should be unselected. If you add a mod like "30 Ability Icons", it should be selected.
