What happens to a strategic DE in development if region is liberated?

Strategic DEs need a Str >= 3 region and have a global limit of 1. What happens if that region is liberated before the mission expires (or even gets detected)? Does that counter the Strategic DE and the aliens have to start again on a new region? If so, is that after waiting the cooldown?

It's gone like if you succesfully complete the mission to prevent it.
The same is true for retal/miniretal and raid.
I' ve already used this several times.
