skipping liberation mission?

does skipping any liberation mission lead to the first step(Find a lead)? can i find liberation 1~2 mission again on the region after skipping liberation mission?
Once you do a stage of lib in a region, it doesn't get undone. You can do the other stages whenever you want/can. The next mission in the sequence will keep spawning until you do it. They are hard to detect though.
It is quite likely that Lib 2 will appear with unfeasible timers the first couple of times.
There is a bug with Lib 3, where it will be very hard to detect the first time and then the second time you will detect it immediately.
You can track your lib progress in the resistance management tab. If you've done Lib1 in a region it will have a blob next to the name. After Lib2 it will show 2 blobs. After Lib3 I don't think it shows 3 blobs but it will reveal the network tower so you'll know.
