Hi. I just liberated my first region in june (Legend), and the region next to me has 7 strength and 6 vigilance.
I know that invasion can not occur before 21 days have passed.
However, from a previous commander campaign, i remember that invasions necessarily do not have any build up time.
What i mean is, once i had an adjacent region sit at 7 for almost a month, and as soon as it reached 8, even before 48 hours had passed, i got invaded.
So, if i want to detect the pre-invasion supply raid, do i need to put my rebels on intel now? or only after 21 days? or only after it actually reached 8 strength?
I REALLY don't want to get invaded. However, supply raids with 50% bonus infiltration are always welcome.

An alien activity won't start before the conditions to start it are fully met. The activity here is composed of two sequential missions, so the first mission (the supply mission) won't begin until the 8-strength minimum is hit.
