Can you two Tower missions open at the same time?

After having done some missions in my starting province, I finally got the Tower mission on the path to liberation.

As I was rushing Magnetic Weapons (instead of Lasers), I have not yet completed this mission, so it is still "open".

Unfortunately, the Advent Strength in this province has grown to 9 by the time I finally got the tech and enough supplies to equip a squad.

So the new plan was to run missions in the adjacent provinces to:
- draw off strength, or
- getting another Tower Mission, so I can finally liberate a province

I have been doing this for a month or so, but I can't seem to get anywhere: the strength is not going down, and no other Tower mission is popping up.

So I am wondering: does this "open" Tower mission somehow block other Tower missions from occurring?

Yes, you can have several tower missions open at the same time. My last play, I had two HQ's and two towers open as I just never had the crew healthy enough to do the HQ's
