AVATAR pip generation mechanics question

Hi guys,
I have a question for the knowledgeable out there.
Can someone explain in detail how fast avatar pips accumulate. Is there an ini code that determines it?
As far as I understand there is base avatar progress, and each facility adds independant progress. But I don't know what is the rate of the base progress and of facilities and where to look for it?
Makes it hard to determine how much progress will avatar make.
