Do completed supply raids increase vigilance in the region sending the legion or in the receiving region? Sorry if this has been posted before, I used the search function but couldn't find an answer for vigilance.

Both. The destination gets +1 Vigilance, the origin gets +2 or +3 and every other region adjacent to the destination has a 50% chance to get +1.

Do troop columns have the same mechanic of potentially increasing the vigilance of neighboring regions?

Yes, Troop Columns can add Vigilance to nearby regions just like Supply Raids. UFOs don't add Vigilance to nearby regions, but they add 3 points of Vigilance to the region where they appear instead of one.

It is random . Supply raid.
Not contacted regions will keep vigilance and will add strength to it.

Only other mission that generates Vigilance in all adjacent regions is the Regional HQ at the end of the Liberation Chain. Retaliations and Mini-Retaliations don't generate Vigilance at all. They are actually the only mission types that make you lose Vigilance after a failure. UFOs and Invasions generate a lot of Vigilance, but only in one region (the region where the UFO lands for UFOs and the region where the legions come from for Invasions).
