Mods - Evac all / Perfect Information / Overwatch all/others / Gotcha (flank preview evolved)
Sneaked the city map, infiltrated through roof into 2nd floor, steps in both directions leading to a cell on each side containing 3 civilians in the one nearest the evac and 2 civilians in the opposite cell. The steps leading to the 2 civ's cell will let you move on to them but wont offer yellow moves to get near the cell door which is just around the corner. I moved a soldier onto them but still no move was offered to the cell.
