BIG: Suppression doesn't work

Suppression sometimes doesn't do anything when you suppress an alien. They can just walk right out of it and do whatever without getting any reaction shot taken against them. This happens randomly. works for ALL suppression effects, even ones that aliens do.

I can abuse it as well. Apparently whats happening is the alien runs behind cover where Overwatch would not proc. Now that they're out of the suppression square, they can just ignore the suppression entirely. This is because Suppression waits a block or two before it fires using Overwatch rules but not counting as Overwatch. This is apparently present in Vanilla as well, but since Suppression wasn't a main class ability back then it didn't get fixed.

Note that this also affects Area suppression.

The SuppressionPlus mod used to fix this in the vanilla game (ignored reaction fire penalty and didn't required sight to shoot), but I don't think it's compatible with LW2 anymore.
