Abandoned campaigns providing bonuses to new ones

I recently had a campaign turn south and decided to abandon it and start over. However, the loot that I'm finding on first and second month drops are unusually high quality. I've gotten a few elite and advanced drops for weapon mods and only one regular one. Also, Shen made a comment about building new SPARKS which I had just unlocked in the old campaign but don't have yet in the new one. I'm wondering if there is a bug of some sort that is causing a carryover.

I'm running long war 1.1 on windows 10. I have flanked preview, view Line of sight, preview movement and evac all running along with voice and cosmetic mods. I have a couple other mods installed but deactivated, but they have nothing to do with loot.
