I researched plasma grenades in the proving grounds, then I cast aidrop on a naked grenadier (empty 4 inventory slots, I was trying a stealth mission and just lugging her along to feed her exp). I used up a charge of aidrop and an action point but she did not receive any grenades at all. I confirmed airdrop does work in general by then airdropping a shinobi in the same mission, who correctly received a plasma grenade.
