Unranked PCS items do not stack

The unique PCS that were added with LW2 do not stack in the list and can start to clutter the interface. Also this list doesn't seem to have any sorting logic to it.

Affected PCS
Hyper-Reactive Pupils
Iron Skin
Emergency Life Support
etc.
