Concussion Rocket gives warning it will deal damage to friendly units but doesn't

This is easy to test. Fire a concussion rocket at an ally.

The game warns you "this action will deal damage to friendlies"

Do it anyways.

Friendlies don't take any damage.

I am not sure if the bug is it not dealing damage to friendlies or the bug is the warning popping up but one of those two things is obviously bugged
