PCS Lost on Promotion

I've run into this numerous times now. Seemingly at random, promoting a soldier to a new rank destroys any PCS they have installed. I've lost quite a few PCS this way, and have paid more and more attention to this happening. Now I have lost a valuable Depth Perception PCS when I promoted a Sharpshooter to Master Sergeant, and that one I definitely noticed. I've lost several hacking / psi PCS while promoting specialists and psi peoples.
