Free grenade perks dont stack

As you can see, I have eight grenades from 'full kit' on my grenadier, but I should have a 9th from the bonus of 'heavy ordinance.'
I assume the sam is true for 'protector' since it has the same coding as the other 2 perks.

Full Kit gives an additional grenade for each utility slot. Heavy Ordnance gives you an additional grenade for your grenade slot. You should have 8 grenades in total.

Full kit applies to all of a grenadier's utility slots. I have eight grenades with or without heavy ordinance.

protector doesn't stack either

I'm clearly missing something here. Your grenadier has 3 utility slots. When you have Full Kit and neither Protector nor Heavy Ordnance, you get 7 grenades, as shown in your second screenshot. When you have Full Kit + Heavy Ordnance you get 8 grenades, as shown in your first screenshot (because you have a damaging grenade in your grenade slot. When you have Full Kit + Protector, you get 8 grenades, as shown in your third screenshot.

I'm still not seeing a bug?

The "Grenade" slot does not count as a Utility slot. It's an extra slot unique to the Grenadier and is only affected by perks that say they affect it (e.g. Heavy Ordnance and Protector).
