I returned from a mission with a wounded soldier. I tried swapping out his PCS for Smart Macrophages, and was suspicious when he immediately stood up. Turns out he must have left the Avenger and returned to civilian life, because he's no longer on the roster. Smart, indeed.

I was able to reproduce a few times. Load the linked save game and give Smart Macrophages to "Kinky".
