Check the image, 3 soldiers on the roof. Lisbeth is a sharpshooter and already took her shot, the two next to her cannot move at all although they did not act this turn.
The mission is protect the datatap and the resistance guys were in view of an advent pod on turn one, is this intended ?

Long war version is 1.2. Save is not possible since I reloaded a geoscape save due to those 2 soldiers dying the next turn due to yellow alerted pod.

Regarding the in view of a pod, I figured it was intended as it happens more often than not mid to late game, thus forcing the mission to fail as you simply cannot get there in time with every other pod on the map and Advent taking 6 shots a turn at the relay for 7-12 points of damage a shot. This mission really needs rework as XCOM SHOULD spawn with the resistance members. It should be hold the flag or tower type mission but that's another rant.
Regarding your bug, looks like a Vanilla bug, to fix it, use the dev console to move them
To turn on the console, in steam right click on XCOM 2, properties set launch options, -allowconsole
Launch the game. Once in the mission click on your person that you want to move and press ~ or the \ key
I prefer \ as its smaller and I can see where I want to move better
Type ttc then press enter. this will move the troop to the location.
