Ever Vigilant Bugged? Not sure

Apologies if this has been mentioned/looked into before, but it feels pretty bad when Ever Vigilant is broken by

-opening doors
-using a free reload, and even basic reloading
-picking up items on the floor

I mean I guess the skill does what it says it does, like if you literally do anything other than move you won't get the overwatch, but I think the skill would feel better without being overpowered at all if things like opening doors/picking up items/free reloading didn't break your free overwatch.

No idea if the LW2 devs consider it bugged or WAD though.
