Power Relay Energy Mismatch

LW v1.4, Win 10, no other mods, cleaned config.
The Power Relay when built on a Power Coil does not give the right amount of extra power when upgraded with a Power Conduit.
It shows 9 Energy for 60 Supplies in the upgrade tooltip, but only gives +2 when actually upgraded.

I have previously used mods in this playthrough (so it will show mod conflicts when loading), but have tested this with no other mods enabled and a cleaned config, as stated above.
