Liberation 3 immediately detected after respawn

I have a problem with Lib3 detection. After I detect it for the first time in a region and let the mission expire it spawns again within one day (as expected) but the activity doesn't reset like it should and the mission is immediately detected, giving me more than 8 days until expiration.

I've seen this happen too. Instant Lib 3 detection after respawn in a high Str region (twice actually).

All Libs will spawn first and full if missed not only LIB 3 .
Right now I m detecting missions with my soldier as advisor. Nothing on intel. 5 days missions
Detected Lib 1 . Will try to detect Lib 2 but they all spawn with super timers

I just has ghis happen to me today. Which is odd, because it hadn't happenes in previous campaigns. Only difference between the ones where it didn't and this one is difficulty level (previously legend, this one is commander). Very odd.

I have exactly the opposite problem, also on Commander.
Failed liberation 3 in my starting haven and it never came back.
After 2 months of full intel with 12 haven members I got suspicious and created a save game to test.
13 people, 3 of which have gained a level + scientist + Avenger.
It never comes back.
