how to change change recruit % on jailbreak operations

i been getting some unlucky jailbreak where half of the guys from jail breaks mission are recruit when i needed rebels to start up my new contracted region.

i was wondering where i can modified the probably of getting rebels vs recruit in jailbreak missions.

thank you very much it has exactly what i am looking for, thought 1/3 didn't seem too bad guess i was just unlucky anyway changed is to 1/4 see how it goes
