Slowing down global Advent troops tier advancement

Hello.
This is not a question about "Advent Strength" i.e. amount of legions deployed in the area (unless it is exactly the parameter I'm looking for - feel free to correct me)
I have a question regarding ADVENT fielding more and more advanced troops. Where can I locate parameters governing the deployment of said troops.
The aim is to draw out the campaign, and I noticed that after around August difficulty snowballs really fast with both Tactical DEs and regular troops being replaced with advanced versions.
The change is intended for personal use only, so I don't worry about maintaining difficulty pacing and game flow too much. I just want a slow campaign where I could take my time with the campaign without being swarmed by 20+ HP Advanced Troopers/Commandos all the time.
