Mobility Penalty

Hello I'm hoping someone knows how to accomplish something I'm trying to do.
In LW2 all utility items add a -1 mobility penalty. I'd like to create a new perk which removes that penalty for certain items specifically flashbangs.
I haven't got the first idea where to start with this perk. Any pointers?
