Tweaking Red Fog settings/values

Whilst I was poking around the other day, I noticed there was an option to use MODOP_Multiplication for Red Fog penalties, suggesting that it could be a % of the subject's max, rather than a flat penalty. However, with my initial attempts, I merely ended up making a 'berzerk' mode, where those affected by Red Fog actually became faster, more accurate, and harder to kill.
Anyone experienced with these settings have any suggestions on setting up MODOP_Multiplication properly? Do I just need to set the MaxPenalty to -0.5 instead of 0.5? etc.
