Bug of feature: Rescued rebels disappear after failed retailation

- No gameplay altering mods installed
- no savegame availabel
Bug (?): I rescued 6 rebels in a failed retailation mission (the one without reinforcements). They showed up for seconds at the strategic map and then disappeared. Since then (> one month) they did not reappear in the region. Is the a bug or is the region temporarily shut down and the rebels will return later?
