My questionb is: Most of all of the gameplay altering mods have localization files too?

Cuz i would happily translate those to spanish, specially "Overwatch All", "Heal Grenade", "Evac All", between others.

As long as the mod author didn't hard-code the strings into their code, most mods should be possible to localize -- generally the trick is just getting people that can translate the *.INT (English) versions into the various localizations.

We're fortunately in our XCOM 2 mods that 2K is handling the localization for the released and planned mods. The general flow of how this works is pretty much the same as it was back when we were adding localized support for Long War for Enemy Within:

1) We create the *.INT localization file(s)
2) They go to one or more localization teams, we translate them and create the *.RUS, *.JPN, etc loc file(s)
3) They come back to us and we integrate them into the mod.

This same methodology should work for any mod out there.
