The logical assumption is, if you do things over and over again, you get better at it.
I think this should be the case in Long War of the Chosen for hacking computer systems as well.

Well that's one way to make it more useful, attractive and less dependent on getting good RNG.

Not to forget it is an incentive to keep people alive and bring a (new) hacker more often.

I think it's good if they don't add too many small changes that mostly come down to taste, and instead just deal with the big picture, then anyone that wants changes like this just add small mods to LWotC that do only that change to their liking.
