Give Taiwan the same claims that China gets so that making the Republic of China doesn't just gimp you.

The Full problem:
Pacific Defense League requires Pan Asian Combine.

Pacific defense league itself is a pretty tiny confederation, however if you have liberated mainland China, you get china into that league as well. Problem is, that if you have liberated mainland china (25k research), you lose your claims on pan asian combine (30k) But if you want to do pacific league to get japan, korea, and china into one blob, you have to pay for pan asia combine anyway. It feels really shitty.

Going further into this with some experiments, it is possible to do still. If you cede china's territory to Taiwan, it will give the original china minus beijing to them. This will make taiwan economically MUCH more superior to china. This will then let you use the claim on Beijing to ally, and unify, including Pan asain. But it's certainly... finicky.
