Does difficulty level change space battles?

Little question. How difficulty level affects power of the player's ships and AI ships in battles? Does it change strength of weapons, armor and other characteristics? Sorry for my bad English.

It doesn't.

Indirectly, strategy layer difficulty-based advantages may leave the AI with different resources to design and build ships, but that's it.
