Public Campaign Mission 'Successs?'

Twice in one turn now I have had alleged 'success' in a Public Campaign, and on each of these the support changed by 0% to 0%!!
How is this a 'success' please?

We'd need to see the before and after images of the public opinion pie chart. Public opinion pulls in a particular direction with public campaign, so people can go from anti-alien to undecided on a successful mission from Humanity First, but that won't manifest in this particular report.

That would make sense (I think).
I had the 0% happen 3 times in a row before it started to climb up in my favour, so having to change minds away from Alien/Servant to Undecided before going my way seems logical enough to me.
