Modifying Post Alien Base Assault Panic

I would like to change the panic level a country is set to after you defeat an alien base in that country. Is it a simple ini edit or is it more involved?
There are two ways --
In the file DefaultGameCore.ini, line 1784, you can increase the panic reduction on this line
PANIC_ALIENBASE_CONQUERED_CLASSIC_AND_IMPOSSIBLE=-20 ; Country Panic drop when base defeated
(don't worry about the name of the variable, it works on all difficulties)
On line 1501, you can uncomment the country bonus "Independence Day" and modify the iEng entry, and you'll get the bonus only when you have a satellite above the United States.
