Not only militech, the whole Military Priority is really expansive, whatever for militech or decrease unrest, 3 IPs to decrease at most 0.1 unrest... Well, I prefer use my Councilors, one mission equivalent to 5 IPs or more. And even I get 10 goverment score, 0.00125 militech per IP is too expansive...
