Do you have the DLC installed? If yes, then it is active. The only way for it to not be active is if you opted not to install it in Steam. If you didn't check the box for it when starting the campaign, that just means it skips the narrative content and unleashes it on you from Day 1.

Assaults, especially stungun assaults, are fine. You want plenty of recharge/cooldown based resources available (i.e. not expendable/one-shots like grenades) because of the sheer number of enemies on the field. What buff did he get on higher difficulties? I usually take 1 incendiary grenade to lock him down. Thinking on this some more, I feel like there would need to be an added adjustment; increase native dodge/defense, and incur dodge/defense penalties for heavier armour. Chances are if you're using an old ability icon mod, it's bugged. This isn't LW2's fault (or shouldn't be).
The only ability icon colour mod that works right now (to my knowledge) is infectedm's Cost Based Ability Colors.

I believe JL has stated before that weapon mods only apply to the weapon they're equipped on, so rockets would not benefit from mods installed on your primary weapon.

It's a special ability of the blue Sentry/Sentinel troopers. Others like the dark-green Gunners, Scouts, regular Officers, etc. etc. won't do this.

Tac Vests are +4HP/+1ARM. As far as pure health goes, they're one of the best defenses, though they don't offer the status resistance of hazmat vests (3HP, fire/acid/poison resist) or other utility defenses. Intentional, AFAIK. Faceless are intentionally hidden from the Activity tracker (because, you know, they're all disguised) and certain missions are set up as traps.
