The range part gives you the aim bonus or malus depending on the distance between your soldier and his target.
In your example, this means that at 1 tile, you have a 40 aim bonus, at 2 tiles your bonus is 35, and so on.

Call Skyranger and Hacking breaking concealment?
Hello there! I've always found weird that hacking a computer/tower would break concelament. Hacking doesn't make any sound, and if successful you can imagine the hacker didn't trigger any alarm. I think hacking should break concealment only if failed. Maybe link this to a perk, or a technology? I ha...
