Sounds like you have a dark event adding faceless to missions. Did you invest heavily in intel gathering to try and catch the missions to counter the dark events?

Upper RIGHT corner of haven management, and they only show up if you click on the Haven icon from the gameboard map.

Been seeing the same issue with windows and half cover on some missions but not all. No custom maps plots or parcels. No mods that should be affecting this. I'm starting with most on intel and a few recruiting in the home zone.
Once I have more zones, I'm halving those two in each so I don't get overwhelmed with missions and I spread out the advent strength gains that happen in reaction to doing missions.

Then why do the Enemy Activity displays and the Readiness displays change at different times? As I noted above at 100% infiltration Readiness is almost never showing Vulnerable yet.

I believe it's a possible max-rank perk for Specialists? Yep the max rank I think it's center choice perk for Specialist allows a chance to receive a Resistance Mec for the region on a successful hack. For whatever reason the Advent statue mission does not leave corpses, even though you do not evac at the end. I think there's supposedly an implied evac on that one.

Yeah just tried this myself with a 17 mobility and an 11 mobility on a train map where I had a nice long open area I could run in a straight line. 11+11 or 22 dash for the 17 and 7+7 or a 14 dash for the 11 mobility. Matches with fowlJ's formula and indicates it takes more than .66666 to round up to...

I think you need to run the sims comparing if you DO get 1 or 2 scientists along the way too though. Seems like basic research would have the most effect when you don't get them and be somewhat diminished if you do.
