Apparently that's a vanilla bug. I also discovered that if you mind control a lancer and use it to knock another lancer unconscious, you don't get either corpse. And what is even worse that you cant target unconscious enemies. Only can kill them with explosions and not get the corpse anyway. Like w...

I dont think its because of that. Saturation costs only 1 ap and is even stronger. Saturation should cost 2 AP and Killzone 1 AP.

Let EVAC zone stay for only 1-2 turns after it comes up, and then take it down and get it on cooldown. Right now it can be cheesy to throw EVAC at the start or when you blow up concealment. So, I've tracked down the problem and it seems reproducible only if you have Overwatch All enabled. I'm not sure what in particular in that mod causes the bug, or what weird interaction between it and LW2 does. Overwatch All is quite old (last updated Feb 2016) and basically the same as my Evac All...

Maybe don`t allow overwatch if not in combat and not concealed? Maybe it is illogical, but maybe it will be better for the balance? Between logic/realism etc and balance you should always go for balance in games.
