This is a bug (the text) and an unfriendly default setting (alerts for enemy probes). Both are fixed in 0.3.123. You can still get alert popups for enemy probes if you turn them back on in options, and the text should be clear in that case.

We'd need to see the before and after images of the public opinion pie chart. Public opinion pulls in a particular direction with public campaign, so people can go from anti-alien to undecided on a successful mission from Humanity First, but that won't manifest in this particular report.

Right now efficiency is used to determine waste heat and thus radiator size. But you're correct in that the power plant isn't "charged" that extra amount in its requirements, which I suppose I oughta look at :)

I'm afraid you're the victim of a bugfix. Those techs had been far stronger than intended (and far stronger than their associated text would indicate), and the formula was corrected.
