I can relate, I ended up facing this slightly-crappy mechanic several times. You can not really control it. After a while, endless reinforcements start dropping. They come a bit earlier if the region has high vigilance (i.e. you have been running many missions recently), but that's it. The difficult...

Good question. Like several things in LW2, the answer is: it depends. On a plot level, it would kinda make sense. If you managed to take a radio tower, but no further, and Advent has lots of both Strength and Vigilance, they would logically try to retake it. Build order. When the AWC?
Playing at Veteran, and maybe one day at above: what's your build order? I find myself having little time&space for the AWC.
I tend to do: GTS (because you always want to be able to choose squaddie classes) > Laboratory > GTS Officer Stations > Workshop > Power
