I believe the point of the OP is that Crimea was annexed by Russia in 2014, so if the game wants to reflect geopolitical relations in 2021 Russia should start the game controlling the Crimea region

Are there going to be logistics/supply ships that essentially act as mobile supply hubs? Players could use them to extend a fleet's effective operational range, or to resupply ships that have run out of propellant and are stuck coasting inertially, if that can happen.
