I got past it!!!!!

Cant say for sure that I did anything different. I think it was just a bad roll on a bombardment operation (Ayys were bombing one of my mines on mercury). Maybe I just got lucky.

Anyway, it got past that date after multiple reloads.

Probably an 'easy' way to implement this is to change the priority 'pips' to a slider system, where each slider has a degree of freedom proportional to the level of influence you have in the country. A lab provides some research points AND a bonus to research speed for the topic it relates to, regardless where it is built.

If it is built in an Earth Interface orbit, it provides a bonus to IP investment as well.

Also make sure you have positive cash, and positive Mission Control.

I've read that increasing the loyalty of your councillors also influence this (so be sure to keep there loyalty up).

Then, you will also find techs that help, as you finish campaign objectives.
