I'm afraid you're the victim of a bugfix. Those techs had been far stronger than intended (and far stronger than their associated text would indicate), and the formula was corrected. Since the option was changed from Ops income to the 'Select Advisory Team' instead, I have never yet seen anything connected to the 'event' that was triggered.
What is it supposed to DO, please?

The idea of being able to run a blockade is extremely intriguing, especially in situations where Faction A has admittedly primitive fleets but few resources, and Faction B has the resources and is waiting for better tech before going down the ships route for example and I am sure there are other use...

Not to worry.
Found the differences.
'Repeat Mission' - reassigns but does not restart the game timer
'Repeat & Continue' - resets for just the next turn only, and also restarts the game timer
'Permanent Assignment' - exactly what it says on the tin

You need about 30 elite marine modules (and enough MC) to show more than 0% without a councilor - versions 0.3.5x-76. You could already have seen in this very thread that 8 is not nearly enough.
