Not sure if it's been mentioned yet but the lack of proper animations and prohibitive time it would take to make them is a major reason. Animations are indeed glitchy with most aliens. I think that if you're finding 4-6 soldier missions to be difficult later in the game it's more a strategic failure than a tactical balancing issue. Note: both of those officer pistol perks are free perks that don't require giving anything up to get them. They're mainly for fun.
Though I've definitely trained pistol officers before just to have the pistol on the officer. Technical officer with pistol is pretty effective.

Yeah, it's just a die roll on each reaction opportunity, plus an automatic turn on the alien turn. Yeah I typically give mine to Specialists or high Aim Technicals/Grenadiers who rarely shoot but can make it count when they do.

Ithuriel is correct. Crit and Dodge do not additively cancel each other out in LW2. I've been able to reproduce this bug consistently now. I load a save, give a bunch of people PCS from the geoscape pre-mission squad select, then save, then exit the game.
