Are those rounds 100% chance to apply their effect or less? In vanilla it wasn't guaranteed. If the effect is always applied they are indeed quite good, but if it's only a chance, less so. Looks like she spawned on a non walkable tile and this prevents you from moving.
I've observed something similar playing with additional mission types (before LW2) where dark VIP would sometimes spawn on tables and you couldn't knock them down (but you could still kill them)

Reason why I say that is because rebels on intel say 5 intel income, but ufopedia says it comes out to 1 per day. That is believable, because the 5 never said how often it comes. So in other words if you divide soldier income by 5 then it makes sense. From what i understood, they actually "nor...

Something i haven't seen mentioned are tactical vests. The +4 health/+1 armor isn't horrible and easily compensates the lack of armor on an exo suit.
