I have just reached (but not researched fully) Mag weapons, but lasers definitely feel somewhat expensive to me... either that, or supplies are scarce. Only about half the guys in my four active squads are upgraded to the laser standard...
Don't yet know how expensive Mag is, though.

Question: Does a psi need to have a "mission promotion" before *and* after each Psi training, or can I "accrue" promotions, and then train several levels at once?

On Rookie, maybe. You *really* need the accuracy/damage bump on Veteran+. Especially if a few HP/armor DEs poke their ugly heads in early.

Can't resume Psi training

My Rookie was done with Psi training, so I tried to send him back in... Can't. He's not offered.
Tried to send him on a mission. Didn't get a level. Can't continue training after mission.
Am I missing something? How does psi training work now?

Yes. Once completed, spawn a Facility on the map somewhere. To reveal the region of the facility, you need to spend Intel (like revealing a DE in preparation), and then you need to generate Intel in that region to actually reveal it and infiltrate. 50% chance that the region is the same continent as...

The + Hacking stat reward should be made smaller, and apply to all future hacks of *ALL* XCOM squads. Maybe processed by "Enemy Encryption" research, like Datapads are.

Modding Fire In The Hole to -5 (from -2) rolls works. Maybe I could mod the base rolls, so a pyrotechnical isn't as gimped as a rocketechnical... not sure about the implications, because I don't know how useful pyro is post 1.1. Something like 3 base rolls, -20 movement penalty, +2 rolls for range, ...

The first thing is something I've noticed happen sometimes with stuns, hack shutdowns, etc. Rarely, though. Possibly a bug.

Not exactly how it works, but it works out towards the same conclusion.
The "BAR"s are odds of a recruit that has been generated by the income becoming a soldier or a rebel. On a large enough number of hires, sure, they look the same.

Any form of activity with 4 or more rebels doing (supply/recruit/Intel), will have a chance of generating a disrupt the activity mission by advent, higher chance per rebel performing the job. So...
