LW2 too difficult in strategy layer

I play on commander/ironman difficult and everything is fine. Except i already lost my two campaign with hidden avatar rush. I know i need to liberate region, but in both my games i dont have seen any liberation mission. Is skulljacking officer is required? When is perfect time for build skulljack? I need take every assasination missions? I have no idea how to win this.

Skulljacking is not required.

You need to keep your eyes open for any "Find a Lead" missions and prioritize those when they appear.
