i thought you only get find a lead in hacking missions why is there a destroy relay with find a lead is this a bug?

No, it's not a bug.

You can also find leads in: rescue VIP(scientist/engineer/soldier only, not resistance personel/rookies), and kidnapping dark VIPs. I'm not entirely sure if the rescues with lead are liberation chain exclusive, or if they also happen outside of the chain.
